Problem dialing within the same area code

My IP phone system is based on Cisco Call Manager ver. 10.5
I have a problem to dial certain numbers within the same area code (905) from my IP phone located in the same area code.
For example I can call 905-839-XXXX but I cannot call 905-509-XXXX. I believe that from my location which is 905-943-XXXX the number 905-839-XXXX is a local number and 905-509-XXXX is a long distance number.
When I dial 905-509-XXXX Telco keeps reminding me that this is a long distance call even though I dialed it as 1-905-509-XXXX. How can I change Call Manager config, route pattern or route filter or anything else in this matter to allow to calls to 905-509-XXXX?

Could you please paste a snapshot of all the route patterns starting with 905.
Also, are you using any access code before dialing, for eg. in the US, following dialing access codes apply:
Local : 9+ local number e.g 98392001
National : 91 + National number e.g 919058392001
International : 9011 + country code + international number

Yes, we dial 8 as an access code. for example 8+1+905-509-xxxx
