From the screenshot, What I see is you have total of 34 CUWL std licenses. CUWL standard license will be used only if more than 2 devices have been assigned the same Owner user id in device configuration page.
If only one device is associated with one device, it will consume license based on device type. For example, 79xx series phones consumes 1 enhanced.
If two devices are assigned to one user, instead of 2 enhanced, it needs 1 enhanced plus
If more than 2 devices and upto 10 devices are associated with one user, then it needs only 1 cuwl standard license
As per your current configuration,
3 devices have been associated with only one user each and will need enhanced license
12 devices have been associated with two users each, hence needs enhanced plus license
Since you do not have enhanced and enhanced plus licenses, these are borrowed from higher tier license (cuwl std) available and hence you are running short of (22+12 consumed all 34 cuwl) 3 licenses.
To resolve this, do the following:
assign the same user associated with the devices which are consuming enhanced plus licenses for one more device in the owner user id field on the device configuration page
Assign the user associated with device consuming enhanced license for few more devices so that instead of consuming 3 enhanced licenses, it will consume 1 cuwl standard licenses
After this update license usage in CUCM and sync licenses in ELM.
