Problem with long distance call

We are experiencing problems calling out to China from several different US locations.  We are using different carriers at each of those site, but they are

all VoIP calls.  The calls are from Call Manager 6.1.5 using MGCP gateways at each of the remote locations.

This is the debug isdn q931 from one of the failed calls.

You should ask your carrier what format they expect the DNIS in and whether you must specify the TON. It is possible they do not want to see the 011 prefix and/or want you to set the Type of Number to International. Some carriers also disable international calling if a customer didn't request it at the time of provisioning.

Thank you for your input.  We are able to place all other international calls successfully.  I have a ticket with the carrier, but was wondering if others have experienced problems with international VoIP calls.
