You only have a 32 channel PVDM, and assuming that you already configured that T1, you do not have any more resources, you need to buy and install another PVDM module.

Thanks Jaime for your answer, but can I configure with 16 channels the E1 for to have more resources?

Yes, assuming you're receiving a partial PRI from your telco, but with just 16 channels, and using high complexity codecs, you'll get very few sessions with those resources.

I understand, then the configuration of E1 would be:
controller E1 0/1/0
pri-group timeslots 1-15 service mgcp

FYI, we do not support partial PRI with MGCP, you can configure it, but you won't have Cisco support if you need assistance with any problem you face.
That's only supported with H.323
