Good Afternoon
I am new to Cisco phones and i am having a real issue with provisioning the phones.
I cannot get into the back end of the phone to add the provisioning details in there when i browse to the IP address i get a screen that only shows information no login information

Do you see 3PCC in the phone model?
If not, then you bought an enterprise phone and that's the expected web page, only 3PCC devices have a web page to configure the device.

I do not seem to have the 3PCC on the device how would i go about provisioning the phone

You'd need to manually provide, and format, all the necessary files for the device as if it was used with CUCM, search previous threads on the topic on CSC for reference.
