remote can't hear local outbound calling through H323 gateway E1

Local user use cell phone make outbound calling through H323 gateway(E1)PSTN connection.

remote user cell phone receive this call by CM's route pattern config.

remote user can't hear local user's voice and local user can hear their voice.

How can I find the cause?

I had a similar issue with outbound "411" calls where the user could hear the called party, but the called party couldn't hear the user, so I used "voice rtp send-recv" command on both the Cisco IOS Gateway and Router..and that had resolved my issue.
