I would like to know if theres any way I can use the cucm 8.6 to send a broadcast alert to all phones?

What do you mean by broadcast alert? Can you elaborate on what your requirement is?

The customer would like to send some kind for alert via the phone, like when there’s if fire drill exercise.

So some kind of paging, where an announcement would be played on the phone. Yes?

This cannot be natively done by the CUCM. You could look at Informacast for this. It's by SingleWire. It's got 2 modes, Basic and Advanced. You can take a look at this and see if it helps.
