I am in the middle of upgrade - CUCM 7 to 10.6. For the last 8 years users have an User Device Profile (desk sharing) extension for their IPCC extension, additionally they also have a soft phone (CIPC) so they can also work from home. Apparently now UCCX sees that as a 'shared line'.
So I read a post that I could solve the issue with using Extension Moblility on the CIPC device to have the agents log in with the IPCC extension.
(since Cisco developers could not figure out how to let a user have more than one device for an extension when they "improved" things by associating the UDP to the rmjtapi user - even though we've been doing it for so many years - sorry, soapbox moment)
On the soft phone I have checked Extension Mobility, I have subscribed the phone to the Service "Phone Login/Logout".
When I select the "services" button on phone, it presents the "Phone Login/Logout" option, when it is clicked it immediately shows:
HTTP:Error[404].
I have restarted the Extension Mobility Service on all CUCM servers
I have restared the TFTP service on all CUCM servers
I can successfully use the Service on my hard phone on the desk (select "Phone Login/Logout") - get the screen to log in, etc.
Really could use some help as this is delaying our cutover and now I have to remove all the cipc phones with thier extensions and replace them with dummy extensions .

Well this is a first - no one even looked at this !! anyway if anyone wonders to this and has the same issue - after a day and half of trying to figure this out ... co-worker found that under Deivce --> Device Settings --> Phone Services --> Login/Logout service --> the soft phone uses non secure service URL and there are certain words that were not capitilized that needed to be:
http://{xxx.xxx.xxx.xxx}:8080/emapp/EMAppServlet?device=#DEVICENAME#&EMCC=#EMCC#
of course fill in the IP of your server and check to make sure what is capitial here is in your url.
(fyi , the hard phone uses the Secure URL and the soft phone did not)
