Can you please help me understand the purpose of  signaling forward rawmsg cmd under dial-peer config on cisco router ??

Many commands are obscure, undocumented or useful only to the people that had them created.

Unless one have a compelling reason, in most cases is not productive to spend time about these.

This command could be used for H323 and SIP sending the QSIG and Q931 signaling. Futher reading:
