I am trying to dig around and locate a guide on using no user/pass for SIP outbound dial dialing. Inbound dialing is working good at the moment but when I try to dial outbound, I am trying to authorize, at least that's what my SIP provider is telling me. Is it possible in CME to accomplish this?

You need to register to your SIP provider with user and password. Try to use something like:
sip-ua
credentials username xxx password yyy realm sip.provider.net
authentication username xxx password yyy
registrar dns:sip.provider.net expires 3600
sip-server dns:sip.provider.net
I assume you have dial-peers configured for outband traffic.

Thanks but I just got to the bottom of this. What I ended up doing was removing all of the SIP-UA info, that's only needed if you are passing a user/pass. My SIP provider is looking at IP only.
On my dial peers I had to force the sip-target to the dns:xx.x.x.com instead of using sip-register.
