Folks,
Can we create any speed dials in 8961 phones with out CCM self care portal. User wants to configure manually (from the phone)
Is anyone aware of any 3rd party software facilitating this, kindly let me know

No, the speed dials need to be configured first, in the phone button template, and then, if there are speed dials, the user needs to configure them in the self care portal.
I know of no product to do this, you could *possibly* code an xml service to do this, or a webpage to interact via AXL with CUCM.

Thanks Jaime..Customer is migrating from HUCS to CUCM-on premises.
They were claiming that the service is available. I need to check this onsite
In HUCS they are using VOSS for management. I am trying to get more info from them as well.
