I was hoping someone can help me sort out the status error messages I'm receiving on two 7911 phones I have configured in my LAB. The errors are listed below:
1) Error Updating Locale
2) SEP%MAC%.cnf.xml
2) No CTL Installed
3) File Not Found: CTLFile.tlv
I really have a bare configuration on the CME.
Here is a snippet from telephony service
telephony-service
max-ephones 10
max-dn 10
ip source-address 192.168.5.254 port 2000
system message RTP CME LAB
load 7911 SCCP11.8-5-4S
time-zone 12
max-conferences 8 gain -6

Also, something odd but when I run debug tftp events and reload a phone, I do not get any output. I appreciate any help.

Hello Paul,
is the option 150 set to the ip address from the tftp-server?
Could you set an alternate tft-server on the phone:
Unlock the settings with **#
Settings => Network Configuration => IPv4 => Alternate TFTP (YES) and TFTP Server 1 (IP from CME)?

The CME is handing out DHCP to the Phones and Option 150 is set.

These are perfectly normal and expected messages, and there is nothing to worry about.
Most likely, you are not getting output becuase because you did not typed "terminal monitor".

Well, the reason I thought it may be an issue is that when I select the Directories button I do not see Local Directory and I see a message on the display Host not Found.

The User-Locale issues are because the router is looking for these:
tftp-server flash:g3-tones.xml alias United_States/g3-tones.xml
tftp-server flash:tc-sccp.jar alias English_United_States/tc-sccp.jar
I've added them in and it clears up the issue.
