Take an inactive line off forwarding (Multiple lines) CP 7821

We have a Cisco CP 7821 that has two lines

One of the lines is set to forward to voicemail ("Main Line")

Can not seem to make that line active so that the soft keys are functioning for that specific line (so that we can "Fwd Off")

When selecting that line, the line picks up.  When hanging up, the other line ("Lobby") goes to / stays active.
