It’s either a bad PLK button or, more likely, bad handset hookswitch. I’d replace it with a newer model but if this is a hobby/lab situation you might be able to find a spare hookswitch or a bricked/non-operative phone to harvest the part from on eBay; just be wary of counterfeits.
