can anyone clarify what is the purpose of assigning users to phones in the cucm when adding a phone?

There are lot of reasons for this assignment:
By assigning endusers to phones, the user could access the ccmuser webpage and would be able to set few configurations like CallForward all or speed dials for that associated phone.
If any user has a hard phone as well as a softphone like jabber, then the end user assignment on these devices will make sure that one enhanced plus license is used instead of two licenses and if more than 2 devices are assigned to a same user then only one CUWL std license (if available) is used instead of using 3 licenses.
End user needs to be assigned for UCCX agent configuration if in use

Well, there are many features which can be utilized only once the respective assignment between user and phone is done. For instance, if you want to use Jabber for Windows, this is possible only once CSF device is assigned to respective user.
