Hi Mohammad,
Looks like you are sending the call out on PRI ( since 9 is removed after matching outbound dial-peer ). Could you please collect the following logs for a test call:
debug isdn q931.

It is a SIP trunk to the ISP. the 9 is omitted in translation profile under the outgoing voip dialpeer.
