Hello,
Does some one observed issue of transfer button missing when receiving international calls and user not able to transfer the call as transfer button missing.For internal/long distance received calls ,transfer button is there so issue is not in soft key templete.
This is happening in CUCM 8.5.1.11900-21/phone model 7962.
Appreciate any help on this.

Sounds like a supplementary service problem, likely an MTP is trying to be allocated and failing so you do not have supplementary services like hold and transfer. You can check in RTMT for NoMoreResourcesAvailable and check if the counter increases when you receive an international call.

how do you receive international calls? Do international calls come in a different gateway then inbound long distance calls?

i think you are using different gateway for international calls
can you check
need to be enabled on the gateway
transfer uses mtp
