Occasionally, the phones are not able to transfer calls (In normal operation, the transfer works fine). So I have to restart the Cisco IP Voice Media Streaming App Service and the situation is normalized again. CUCM release 6.

There is no transfer service, most likely you're using MTPs and you're running out of it. You can look at the app log to confirm that.
