Troubleshooting 911 call

I have a remote site that when users dial 911 or 9.911 they get a fast busy. I noticed that an ex-engineer changed the route pattern for dialing 9.911. He changed the partition to another remote sites partition. He also added a 2nd 911 route pattern so now there are 2 route patterns set to different route groups and route lists. I suspect that these changes have caused the problem. But I was trying to verify that the call was dropped at the call manager. I went to debug the call on the router but that's when I noticed the remote site uses a 2911 router as the gateway. Normally I would use Debug ISDN q931 to gather info on a outbound call. Unlike the 3945 gateway which has the debug command ISDN q931 ,the 2911 router does not have this debug command. Is there any other way I can troubleshoot where the call is being dropped? I have attached the route patterns in question. Also can anyone answer "How does CUCM handle duplicate route patterns?" IE: the 2 911 route patterns configured here See attached .png files.

Hi

"How does CUCM handle duplicate route patterns?" -> CUCM will not allow you to have duplicate RP. In your case though you have 2 '911' RP its assigned to different partitions so there is no duplication here.

Phone CSS which has P_MES PT will hit first RP
Phone CSS which has P_Mesquite_PT will hit second RP
Phone CSS which has All_911_PT will hit 3rd one

Make sure Phone has correct CSS / PT to hit the correct route pattern.

From your DNA (its not complete) , your phone hits the translation pattern 9911 with partition ALL_phones_PT , after this it should hit Route pattern above.

Its advisable to have route pattern rather than translation pattern for emergency numbers. Also make sure you send the correct number to voice gateway. Here since patterns are not blocked , no issues with CUCM , check voice gateway for any translation rules / dial peer issue .

Debug isdn command should work. Also you can use debug voice ccapi inout.
