We don't use Jabra headsets but I do know that with Plantronics headsets the proper QD (quick disconnect cord) makes all the difference in the world. In your case the GN1216 is for use with Avaya phones and likely has the wrong pinout for use with the 7942. In both of the Jabra compatibility quides (attached links below) the cable needed for the Cisco 7942 is the GN1200;
