This user (only one) can't receive calls from outside of my company. Callers get busy tone after dialing his number. But he is able to dial out and recieve calls from internal.

Hi,
Make sure CSS for GW can reach the partition where this DN is located.
Debug is showing called party number
5597451
But should be an incoming call
TX -> SETUP pd = 8 callref = 0x7A48
RX
If you can provide another debug will be fun

The one thing confused me is:
how to tell this output is for incoming call or for outgoing call? Because I dialed 95597451 from one of the internal number '5065597720' while testing.

Check your route plan report for any unassigned directory numbers matching your users extension....can you dial the number from the gateway if H.323 ?

We have H323 GW. Sorry I'm new to VOIP world. could you pls give me detailed info about how to dial the number from the gateway?

Call from your cellphone to that number and enable debug also CCM SDI and SDL traces.
