I am getting the following error when tring to install on a 2008 R2 server. Has anyone seen
this and/or have a recommendation how to fix?

I'm facing a similar issue with mine rolling back.
On my end , i've :
disabled UAC
created the end user for business attendant
The only issue i have is that SQL server 2008 is also running another application.

I'm having the same problem on Windows 2008 R2. I read on the Arc Solutions forum that (at least as of August 16th of this year) that 2008 R2 isn't current supported. My plan is to just install it on Windows 2003 server.

Yes that's right. I went with 2008 R1 and did not have an issue.

Current documentation for both versions 3.x and 8.x of the Business Attendant Console states that no 64-bit operating systems are supported. Since 2008R2 only comes in a 64-bit flavor, I'd say that's your answer.
