1) Does anyone know how to configure unity to prompt callers that their Outlook Inbox is full?
2) Caller A calls caller B internally and leave a voice message but caller A outlook inbox is full. Can caller B receive caller A voice message in this case?

I believe it keys off the limits set in exchange for the users inbox size. When they try to listen to messages through their phone and they are over the size limit unity will play a message saying as much. In our environment even if the inbox is full they still receive the message but if it is set in exchange to not allow anything more above the size limit then they will not get it.

This is true. Everything is triggered off the Exchange rules. If you control Exchange, you have some room here. If not, which is typical, you'd have to work with them if changes are needed.
