Unity broadcast message

I was reading the documetation on Unity 8.x broadcast messages.

After setting this up, does the broadcast message do the entire system or can the broadcast messages be sent to a distribution list, and controlled by users?

I have specific location that wants to send broadcast messages to their local people the way their octel system use to.

Broadcast message is used to send message to entire system and Distribution List to group of users. You would like to use Distribution List.

How do you setup a distribution list to use with system broadcast message?

For distribution list, go to CUC -> Distribution List -> System Distribution Lists.

Create a list, assign number and add members.

User who wants to send message to distribution list must have respective parameter enabled under Class of Service.
