I installed the ciscocm.cuc_license_patch.sgn and now its OK,
But my CUC Version is not on the affected versions: 22.214.171.12400-32, i asked the author of the post to see this.
Version 126.96.36.19900-5 and 188.8.131.5200-32 is same .
184.108.40.20600-5 is the Platform version and 220.127.116.1100-32 is Unity specific .
You can see from the following commands ...
admin:show version active
Active Master Version: 18.104.22.16800-5
admin:show cuc version
Active version: 22.214.171.12400-32
I had the same issue but solved it with a TAC and the engineer fixed via SQL commands. Just log a TAC and the can help you out.

This patch works !
Another co-worker found another solution :
Shutdown the VM
Upgrade hardware (RAM and vCPU)
Restart and check/renew ports
And if it's good, shutdown the VM, downgrade hardware, restart VM.
This method of upgrading vCPU is not supported and should not be used .
Applying the COP file or upgrading to a latest ES are only supported solutions
I have experimented this in 10.0.
Is there any solution?
Note: We have upgraded from 9.1 and we have tried to add more ports.
