Unity Connection - Broadcast Messaging recipient group

Hi all, I assign a user as broadcast messaging administrator, he is able to leave a broadcast message, then which users will receive the broadcast message?  is it going to a distribute list? should I create  CSS and PT to define a DL that user can access?

Broadcast messages go to all users in the organization.
