Trying to upgrade our Unity Connection from 7.1.5 to 8.5.1, however i received an error message
Restricted and unrestricted). Software.
Was able to upgrade our publisher with no issue
However once o load the software on the subscriber unity utilizing the same DVD, i got the message above
Any idea

Did you download the restricted (US and export restricted countries) or the unrestricted (everyone on the bad list) version? Most people should be using the restricted version.
Also, the contents the error do not appear in the thread. Can you repost that part?

Well you didn't post the actual error message; however, I'm guessing you are trying to upgrade from a restricted version of 7.1(5) to an unrestricted version. As a precaution, this will intentionally fail without a COP file being installed prior to upgrade since there is no way to go back to a restricted build.
The unrestricted version has most encryption/security features disabled. Unless you specifically ordered an unrestricted version, which means you are subject to export restrictions, you need to download the restricted ISO images.
If you feel this does not line up with what you are seeing please use RTMT to obtain the Install and Upgrade Logs (second page of the Collect Files wizard) and attach them to this thread. Please note the time where the install failed so I don't have waste time hunting.

To let you know my previous version is unrestricted 7.1.5 and trying to upgrade to unrestricted version 8.5.1 software obtain from Cisco website.
My publisher goes fine with no issue; however the sub Unity is where we are having the error message
Unable to switch-version due to the restricted software bug
I have a TAC case with Cisco, hopefully are able to address the issue
