Is there an easy way to export of list of phones that have never been registered to CUCM?  Running short on licenses and need to remove devices that have never been online.

If you're running 12.x you can look at the last registered column under device search, if there's no date, the device has never registered.

On previous releases you'd need to run some CDR/CAR reports to find out which devices are active and placing calls, and then weed out those that aren't.

So when you go to your device page look for the ones that don't have an IP address populated, that may be one way. I believe you can use the show risdb command from CLI to find last registered devices.
