Updating Records on CUCM 10.5 From 8.5

To avoid boring you out of your mind I will will condense my troubles. We are in a SLOW process of upgrading from CUCM 8.5 to 10.5. There are many factors involved, so we have to do this a department at a time. The dilemma I face  is: 

The database was migrated from 8.5 to 10.5 back in December 2015, but most phones are still pointing to 8.5 and thus registered to that cluster. We are a hospital and thus make 100's of database changes a day. I need an efficient way to compare the phone configurations for groups of phones on 8.5 and if the configs do not match update them on 10.5. Is there a recommended solution for this?

There's really no easy way to do this, besides trying to compare BAT exports from one release and the other.

You might be able to create some sort of script to identify the device name and match the headers with the info on both files to show what's different.
