Upgrade with prime questions

I need to upgrade our 10.x to 11.x cluster.

I would naturally upgrade it directly on the server without prime. I don't want to install the new phone firmware as I havent time to test it so I'm looking to turn off tftp, upgrade then reassign the firmware names in the default device settings then turn on tftp again so the phones don't upgrade - can  this be done the same way with prime

With Prime I assume you mean PCD? If so then yes there is no difference in upgrade via CLI, webUI or PCD. Your outlined approach would work, but I would recommend you to upgrade your phones to the recommended firmware version. Least disruptive is to do that before the upgrade of CM. That way you have it out of your way for the CM upgrade.
