I think you should be able to do that, but it's quite a few steps involved. It would also be good to know what version of CUCM your on? Even type of phones deployed might come into play.
First you need to remove the enterprise param for the URL to the directory. Copy that to a text file for later reference.
Then go to phone services and look up the directory service, copy all information about that also to the text file. Now remove that service.
Create a new service that is a copy of the removed, but do not select Enterprise subscription when you create it. It has to be the same type of service, directory something if I remember correctly, for it to show in the list of directories.
Add this new service to all UDPs, but not to the actual phones.
