Using MLPP between CME and CUCM

  I have MLPP configured on a CME router as well as on 2 x  CUCM 9 clusters.  All intracluster MLPP calls work as expected for calls on their individual clusters.  Additionally, I have successfully configured INTER-CLUSTER MLPP calls between the CUCM clusters.

Trying to get MLPP to work from CME to CUCM.

On CUCM, I force a DN to be busy to occupying both channels with active calls.  I attempt a call from CME to the DN and it rings busy - as expected.  I retry the call using the MLPP access digit and then the MLPP code of 0 followed by the DN.  "MLPP Blocked Precedence" shows in the phone display.

debug ccapi indicates disconnect cause code 17 (phone is busy)

On the CME, I have:

voice class mlpp 1

     service-domain dsn

on the outbound voip dial peer I have:

dial-peer voice 101 voip

     voice-class mlpp 1

on my ephone template, I have:

mlpp service-domain dsn identifier 000000 max-precedence 0

and the template assigned to the ephones.

debug voice dialpeer shows it hits the correct outbound dial peer.

It seems like the MLPP information is not being interpreted correctly by the CUCM.

The CME Admin Guide has examples for POTS dial-peers but not VoIP.

Any ideas?
