Video Call only initiating after shutter is adjusted on 8865 phone

Running CUCM 12.5, have a 8865 phone that is setup to receive video calls from a TOA N-SP80VS1 Doorbell configured as a third party SIP device. When the doorbell calls the 8865 the video call initates right away. When the 8865 calls the Doorbell the call is only audio until the shutter on the 8865 is adjusted and then a video call is initiated. It doesn't matter if the shutter is opened or closed just once it is adjusted at all in either direction the video kicks in.

The doorbell supports H.263, H.264, and MJPEG video compression.

I've tried updating the SIP profile for both the phone and the doorbell to include the Early Offer setting.

Curious if anyone has seen this issue before or if there are any settings I can try before digging into the logs and speaking with Tac.
