Visual Message Waiting Indicator Policy Shared Line Issues

CUCM 8.5SU2, I have an admin/manager setup with shared line appearance where the admins do not need to have visual indication of VM on the manager's line. In the past I simply set the "Visual Message Waiting Indicator Policy" policy to NONE on the admin's phone shared line appearance, but I still get the flashing envelope.  Is this a bug or something else?

So this is part of the design and there is no way to turn stop the envelope from blinking on a secondary line appearance?
