ISR 4321 are listed in the Products Affected section might fail after 18 months or longer in operation due to a clock signal component failure.

i just want to know ISR4321-V/K9 is affected or not?

Identify is router is affected via the link I provided. If so, open case with Cisco to receive the replacement chases (card, etc will need to be moved to the new router from the old one). You will only be able to get replacement if you had valid support and/or warranty up until 11/16/16 per the following:

To support our customers and partners, Cisco will replace products that have this component for those customers with products under warranty or covered by any valid service contract dated as of November 16, 2016

My friend Chris is most correct here (and always +5 Chris). You can easily check the status of your product as shown below;

What Products are Affected

Q: What is the easiest way to determine whether a serial number is affected or not?
The easiest way to determine this is to go to http://www.cisco.com/c/en/us/support/web/clock-signal.html#~order and download the Replacement Product Order Spreadsheet. Once serial numbers of the chassis and the product IDs are entered, column Y will indicate whether those serial numbers are exposed or not. Enter the PID and SN and scroll to the right, to determine impacted devices.

My contract is going to expire by end of this year, still is it possible to get a replacement .

Absolutely, open case with Cisco and get it replaced.

Again, you need to make sure you move any cards, etc. to your new router.
