cuc voice mail is keep looping it is not allowing to leave the voie mail.

All users, or just one? If it's just one then compare the settings with a working user.

If this is a single user issue, pull up their mailbox in CUC Admin. Go to Edit - Greetings. Look at their active (enabled) greeting. At the bottom of the Greetings page is "After Greeting". What is the option set to for "Call Action"? It should be set to "Take Message".
