To power the phones, you can use external power supply, or power injector.

Hi,
To run QOS on your 3560X you do not NEED POE.
POE will provide power over ethernet for connecting devices like
IP phones or Wireless accces points etc.
these devices can usually be powered from normal AC power supplies or POE
To configure QOS have a look at this link.
Thisis for IOS 12.2.53 but you can search for the same info for all IOS version at

Thanks for the responses.
Is there any way to say put in another POE switch and link it to the 3560 switch with a possibly a fibre link as I dont think they have the extra ac power outlets at teh phones?

Neil

Neil,
Yes
You can uplink another POE switch to your 3560.
However if this is for phones you need to make sure that you implement QOS is required on both switches and in fact throughout the IPT network
PHONE --POE/SWITCH/QOS---3560/QOS--ROUTER/QOS---WAN-SERVICE/QOS-----ETC
