Webdialer with SOAP (wsdl)

My company provides outside sales services for various NPO's, and I wanted to see if there was a way to modify the wsdl to push a specific External Phone Number Mask to the CUCM before the call heads outbound? 

We want the Webdialer to either ask the user to input the external phone number mask, or we want to run multiple instances of the webdialer to allow for multiple external phone number masks.  Rather than the user's regular phone number, we want an 800 number to appear in the recipients caller ID field. 

Can we do this with the wsdl?  At all?

No, you can't. The only way you could, in theory, do it, is to use AXL to change the E164 mask on the line appearance before making the web dialer call.
