What features do not work when Publisher is down?

                   We are planning on upgrading to 8.6(2) and according to the documentation it takes 2-3 hours per server.  We would like to know what features will be down while the publisher is down during the upgrade.

BAT, and any kind of admin changes will be down, only UFF will work.
Depending on if you have EM and other services with redundancy or not, they might not work.

Will Conference, Transfer, Hold and Music On Hold work while the Publisher is down?

Assuming you're not using the IPVMS from PUB, yes, otherwise, no conference or MOH

We have mrg's built on each subscriber.  Would Transfer be available if the publisher is down?

One last question.  So if we have MRG's built on each Sub, we should have Conference as well...correct?
