why can't single number reach work with system call handlers

So bit of a head scratcher. calling a phone with SNR directly it works, if you call the hunt group directly "internal number only" it works, calling a system call handler that routes to the hunt group from an internal line the SNR works, calling a system call handler that routes to the hunt group from an external line the SNR does not work. what could I be missing?

If you add a Translation Pattern to a DID temporarily so it routes directly to the Hunt Pilot, does that also fail? That would rule CUC out.

My first guess is that the incoming gateway/trunk lacks an Annunciator resource via the MRGL. The Hunt Pilot will need it either to play ringback (the call has been answered so it can’t just send a 180 Ringing and expect the far end to generate this locally) or to play the Native Call Queuing announcement, if configured.

I'm not following the logic, if the trunk didn't have an annunciator then single number reach "remote destination" would work to begin with correct?
