You can make this happen with cisco ip phone.
All what you have to do it use one DN.
Make a translation pattern that the pattern is empty and it the be translated to the police like 9911 , put in a partition especialy for the nurses (new and no one else use), create a new calling search space that only includes this partition , in this case the nurse has only to open the dial button , the phone will automaticly hit this translation-pattern and dial the emergenecy number.
