I am not able to obtain API through:
http://{CER-IP}/cerappservices/export/authenticate/status/{user-name}/{MD5-encrypted-password}
As mentioned in the document: https://developer.cisco.com/site/cer/documents/api-reference/#authentication-api
I am using administrator user with proper md5 has value of password as such.
When I use http - connection time out error
When I use https - error on line 1 at column 25: Extra content at end of document
I tried using chrome, firefox and safari. I was unsuccessful with all browsers. I have attached the screenshot of my error.
Please help me out as soon as possible.

I got the same result as yours in Chrome. But the other APIs (most if not all) don't have authentication built in so it's working.
e.g. discoverystatus/, lanswitch/info, schedule/info... etc.
This really is a concern how to guard access to CER as it's leaking configuration information to those who has www access.

Could you please let me know the CER version.
Are you trying from pub or sub? Please note that it will not work from sub if pub is active. Also, replication should be working fine.
