it is applicable to configure Two-Factor Authentication with DUO in Cisco SSL VPN ( remote access ), if I used the LOcal database of Cisco FTD as primary authentication, as after I checked the article I found it used LDAP or RADIUS server as a primary authentication

Here are step-by-step instructions to add Duo via RADIUS for only secondary authentication on an ASA. You can keep primary set to local.
