Interface State Transitions and Carrier Transitions?

Hello,

I'm looking at Interface State Transitions on a few Gig interfaces on an ASR 9000 and I"m seeing 197 State Transitions on one interface, 121 State Transitions on another, 1 State Transitions on another Gig interface, and 0 on another.

Now the Cisco definition of "State transitions" says: Displays the number of times since the last reload that the interface transitioned from the administratively up state to the administrative down state and from the administratively down state to the administratively up state

Is this just a flap or not? It looks like to me an admin up admin down and not just link up link down. I thought carrier transitions were link up link down or a flap.

I would be interested in hearing what you found out here.

We're using ASR9001s for CPE aggregation, and some of the interfaces has IST in the 100s, and also Carrier Transitions in the 100s. Other interfaces has < 10 on both.

How should we interpret these numbers?
