ASR 100x-x reload

I am wondering if anyone has seen the same issue I have on several ASR 100x-X series routers when issuing a reload command from the console port to reload the device. I am dialed in via PSTN/modem and issue the reload command, but 1) the RP/Router never reloads, (I never see any informational messages like you would when a router reloads).

2) the device is still pingable, but is not accessible via telnet or ssh.

Am I missing something or shouldn't the router/RP actually go through it's reload cycle and come back up?
