what is the significance of traffic engineering in IGP?

I am really not sure where you want to go with that question.

Title is BGP, question about IGP and the tag is "buying recommendation" .. ?

Also the question is a bit broad, you could write a book about that.

Imagine you need to send traffic from point-A to point-Z, IGP (routing protocol) provides reachability information and when a circuit breaks IGP need to re-converge, causing traffic to drop until new routing information is distributed to all nodes.

Traffic Engineering works on "make before break" concept, with help of IGP, TE Tunnels will be pre-signaled, thus convergence is typically (industry-accepted value) under 50ms
