Hi,
I'm implementing CAR to set the IP precedence to prioritize traffic to differentiate class of services for my MPLS VPN customers.
I've 2 questions:
1) Is CAR only effective during congestion?
2) If I use this to charge customers based on class of services they subscribed, how can I generate report/statistic to show/prove them that they got what they subscribed? Thanks.

To answer you questions:
1) CAR has nothing to do with congestion. It is operational all the time independently of congestion.
2) The best would be to involve Cisco SAA (Service Assurance Agent). For details see:

In the end of the day it depends on your SLA.
If you would have me as a customer I would not be interested in what you mark how. I would be interested in delay times, loss ratio and throughput actually achieved for different applications.
As a customer I do not want to care about how you achieve to meet the SLAs we have. With CAR you can only show that I have sent a certain amount of data belonging to a certain "class of service". This does not prove I get what I pay for.
