This seems to be the licensing issue.
Do you see mpls pie in "show inst summary" in admin mode?
(admin)#show inst summ
If you are unable to see the mpls within the active packages in the above output, you will not be able to configure any mpls features. Please download the tar file from cisco.com and then unzip and install it.
This should resolve your issue.
