Please help me understand what is the value after the loopback IP address and does it vary based on? in the case below, the number zero (0);
- Peer LDP Ident: X.X.31.215:0; Local LDP Ident X.X.31.251:0

Hi Mwandu,
LDP Identifier field in LDP message is 6 octet size. First 4 octets carries the LDP Router ID while the last 2 octets carries the label space.When it is per-platform, this field will be set to 0.

An LDP label binding is an association between a destination prefix and a label.
The label used in a label binding is allocated from a set of possible labels called a label space.
