Is VPLS multi-homing from a CE to (2) PE devices supported in IOS-XE on the ASR 9000?
I have a feeling that the answer is no, since I do not see any documentation related to it other than a community forum question from 2011:

It looks like Juniper has supported this feature on the MX since 2010, so I am not sure why Cisco has not added support:

Looks like a draft standards-track RFC has been in the works for 10 years (still active) with both Cisco and Juniper authors on board:

VPLS multihoming is supported under asr9k when you implement a redundant pseudo wire from CE device with active/stdby pw. You may have also the same solution with MCLAG on the PEs if i recall correctly.

As alternative i suggest, if you run above 32 bit XR-6.1.2 code, to plan a testing about EVPN dual homed scenario, as it is more scalable than vpls and allows for load balancing support too.
